
Dr. Richard L. Brilliant earned a Bachelor of Science degree from the State University of New York. In 1976, he earned his Doctor of Optometry degree from the Pennsylvania College of Optometry. Following graduation from optometry school, he received advance clinical training in the area of vision rehabilitation at the Center for the Blind in Philadelphia.
Dr. Brilliant then advanced his clinical expertise through a two year fellowship in vision rehabilitation at the William Feinbloom Rehabilitation Center at The Eye Institute. He served as Chief of the Feinbloom Vision Rehabilitation Center for nine years and is now Senior Low Vision Practitioner of the Center. Dr. Brilliant also serves as the Director of Low Vision Services at the Moore Eye Foundation, at Springfield Hospital and at Abington Hospital. He is a fellow of the American Academy of Optometry, where he achieved Diplomate status in Low Vision.
Dr. Brilliant currently holds the rank of Associate Professor at the Pennsylvania College of Optometry at Salus University, where he teaches Low Vision Rehabilitation to optometric trainees. He also remains an Adjunct Professor at the School of Optometry at the University of Waterloo in Ontario, Canada. Dr. Brilliant has been involved in the design and development of several low vision devices and has also participated in clinical investigations for various low vision systems. He has lectured at many national and international meetings and has published numerous articles related to low vision. Dr. Brilliant is the editor of a textbook: “Essentials of Low Vision Practice.” He was also recently appointed to the medical advisory board of the Food and Drug Administration (FDA) in the center for Devices and Radiological Health.04/2009
